  Revised Edition (2  nd   Edition) of Manual on Traffic Control Devices  The revision of the Manual on Traffic Control Devices wascarried out by the National Road Safety Secretariat at therequest of the then Ministry of Transport and Highwayswith the participation of the Consultants. During theprocess of revision of the Manual, views were sought from:  The Road Development Authority  The Motor Traffic Department  The Colombo Municipal Council  The Police Department (Traffic Division)  The Road Construction and Development Company  OthersBased on such interactions, suitable amendments wereincorporated. Note: This manual is guide only and for the legal aspects it has to beread in conjunction with “The Motor Traffic Act” Regulation 2006(Signs, Signals, Symbols and Road markings) which publication isawaiting for the Ministry of Transport approval.It shall be noted that the Traffic sign and Road marking numberingsystem developed for this manual is entirely different to the numberingsystem developed in the gazette “The Motor Traffic Act”, Regulation2006. The reference number for Traffic signs and Road markings to be,in accordance with the gazette of the “Motor Traffic Act”, Regulation2006.  Preface  Starting from about 1992, the Road Development Authority (RDA) had been focussingattention on the need for a manual of Traffic Signs and Markings, and some draftproposals had been made. Consequently the first Manual on Traffic Control Devices waspublished in 1997, which was in conformity with the stipulations given in the ViennaConvention.In 1999, however, the National Road Safety Secretariat (NRSS) was requested by the thenMinistry of Transport & Highways to carry out a revision to the above Manual, inparticular reference to the proposed Expressways.The original Manual had been prepared in two parts: Part 1, depicting Traffic Signs, RoadMarkings and Traffic Signals and Part II, depicting Traffic Control Devices for Roadworks. In the revision of the Manual, the same distinction was maintained in order that theimportance of traffic control during road works is emphasised. Difference, however, isthat, they are published as two separate books in the revised Manual.During the process of revision, whilst maintaining the srcinal sequence of presentation,amendments and additions were made to the text and also to the diagrams as needed. Asregards the Expressways, a series of new additions were made to the Traffic Signs that arespecially applicable to them. Also, variations were made to key dimensions of the signs asapplicable to expressways. In the revised version, conformity with the provisions of therevised Vienna Convention of 1995, was ensured.Enquiries regarding the revised Manual on Traffic Control Devices may be made direct tothe RDA.
